This is a real question: What should happen when an electorate is approximately evenly divided on an issue put to the vote?
We see the result of this every day in America and the UK. Does a functioning and internally equitable democracy rely on homogeneous preferences among its electorate? Sure looks like it.
Presumably, political theorists have an answer to this question.
